Mr. Owens from 1993 to 1999 was the Program Director of the Exodus Treatment Center and has served as a consultant for the State of California’s Impaired Physicians Program, implementing substance abuse treatment strategies for physicians who were either mandated to or volunteered to undergo substance abuse treatment. Mr. Owens also served as a consultant to the governments of Thailand and the Federated States of Micronesia where he was a participant in a program, funded by the World Health Organization, to compare models of substance abuse treatment utilized by foreign governments.

He was the first full-time director of the NCAA Final Four and is now the first executive director of the Bowl Championship Series (BCS).
